Abstract

Yemeni universities suffer like other Arab universities from a lot of problems. Where most Yemeni universities still do not do all their basic functions as required, but limited function represented by the participation in the provision and dissemination of knowledge. Through education and teaching and provide students with various different science and knowledge;

While we find a decline in its function, which is in the preparation of manpower with technical skills and management of the high level in various disciplines needed by the community, and in various workplaces to achieve economic and social development. This has been directly or indirectly reflected on the weakness of the university in scientific research.

     This has also seen a decline in the university's role in the service of society, whether in its educational and advisory role, or in the participation in the provision of social services and public awareness, or in supporting social trends and desired human values. Or in strengthening social trends and desired human values.

This is due to the imbalance in the main functions of Yemeni universities
     which do not link closely between those basic functions. All these reasons contributed to the lack of participation of the university in our Yemeni society in the service and development of the society, which did not do its main functions well. While some believe that the reason is the weakness of spending on research science by the government and the Ministry of Higher Education and Scientific Research; and the lack of openness of the university and research institutions, the scientific community and the private sector, which has been far from the participation and funding of university research institutions process in order to advance the process of scientific research and marketing of its products internally and externally.

     The aim of this research is to assess the current situation of universities and scientific institutions in Yemen and to come up with a mechanism that enhances the role of scientific research in universities and scientific and research institutions in the service of society.
