Abstract

      Medicinal drugs occupy great importance in the life and health of humans and animals, so legislation in many countries has worked to regulate them in most aspects, starting from their manufacture and production, through their registration and licensing to sell them, and ending with their advertisement and consumer protection from counterfeit medicines, except that this regulation may sometimes come inconsistent with the importance Medical drugs due to his omission of some matters, especially the disproportionate penalties prescribed when violating the objective and formal conditions specified by law. In Iraq, the consumer suffers a lot because of the lack of application of the legal texts regulating medical medicines, and the lack of serious and real governmental oversight, especially with regard to pricing medicines and licensing their import and dealing with them, in addition to the lack of media programs or plans carried out by the Ministry of Health that are able to spread the correct methods for dealing with medicines. medication by the consumer.
