Abstract

This research study aims to identify the quantitative cost of educational waste in the secondary education stage in Ibb governorate during the period of the academic year 2010/2011 to 2012/2013 by identifying the cost of the student’s cost of enrolling in the secondary education stage during the aforementioned period and to identify the actual quantitative educational waste (failure and dropout) and its costs in the secondary education stage during the period as well as to identify statistically significant variations at the level of significance of (0.05) between the costs of educational waste in the secondary education stage in Ibb districts based on the geographical distribution (urban – rural).

     To achieve the research objectives, the descriptive approach was utilized in its two types (survey and documentary) on the research population and sample that consisted of all secondary schools in the districts of Ibb (secondary schools only, and basic and secondary schools) and (male, female, and mixed schools) as well as the educational offices in the districts and the main educational office in the governorate (education and schooling office). The study has relied on several secondary data sources including official records, historical statistics, secondary and scientific resources related to the topic of this research study. After analyzing the data, many findings have been reached, majorly including the following:

The total waste in educational costs in the secondary education stage in the governorate during the school years of 2010/2011 to 2012/2013 represented an amount of (1,098,679,176) riyals at current prices, and a percent of (18.82%) of the total cost of the secondary education stage of (5,838,617,981) riyals at current prices.

     The cost of educational waste was found to be significantly different in the secondary education stage during the period between the different districts. For instance, it was found that the cost of educational waste amounted (14,722,958) Yemeni riyals at the current prices in Al-Hazmdistrict, and it reached (174,683,050) riyals at current prices in the Dhu al-Sufal district.

There were no statistically significant variations at the level of significance (α = 0.05) in the mean rankings of the quantitative costs of educational waste in the secondary education stage in the governorate of Ibb based on the geographical distribution of the target population (urban and rural), where the value of Mann-Whitney U reached for the average ranking was only (11,500), and the value of z-scores was (0.822) at a significance level of (0.411), which is greater than (α = 0.05).

The research study has reached several conclusions, recommendations, and suggestions for the research problem.
