Abstract

     The study sought to show the reality of the protection provided by the international legal system for the environment, Two topics were discussed: how the international interest in environmental issues has grown, the factors that necessitated the international community to move quickly to protect them, and the most important obligations placed on states in this regard, then the dilemma of those obligations. Let us conclude the study by emphasizing the results : Successive developments in the scientific and technological field have shown the extent of the renewed need to envision an effective protection system to confront the damage that may be caused to the environment , And that the reality of international protection of the environment showed that the international community, especially the active forces in it , are still reluctant to design an actual and effective protection system for the environment.

      From the point of view of thinking of other solutions that go beyond the limited obligations of states, the results of the study followed up with recommendations that would enhance the common understanding of environmental issues, the importance of international protection for its issues, and the statement of the basic approaches to that protection, to make protection a common and practical behavior that characterizes the behavior of all international actors and official and popular institutions.
